REPORT of the Mission of International Observers of the East European States and C.I.S. Institute on the presidential elections in Kazakhstan - 2005

The Mission of the Institute began its work on November 10, 2005.
As the first stage, the Mission members - the observers of the East European States and CIS Institute - read the election laws of the Republic of Kazakhstan and analyzed the legislative basis for the elections.
Noteworthy is a great work done by the Government to bring the legislative bases in line with generally accepted international standards. As of December 1, 2005 the 15 representatives of the Mission from the USA, Great Britain and Israel began monitoring of the election process in the cities of Kazakhstan: Astana, Karaganda, Pavlodar, Kyzylorda and Shymkent.
On the day of elections, the Mission experts visited more than 100 polling stations. The analysis of the results allows us to state that the elections as a whole were a democratic contest generally complying with the principles and requirements of international election laws. The basic rules, necessary to ensure the freedom of vote, counting of votes at polling stations and supervision over summarizing of the votes, were observed during the elections. The Mission is satisfied by the fact that the election process was not harmed by any disorders or clashes. Nobody ever tried to disrupt the voting procedures or summarizing of their results.
Despite some technical problems related to the electronic voting system and some inaccuracies in the lists of voters, we are convinced that the Presidential elections in Kazakhstan were a success, and the registered technical inaccuracies cannot bring into challenge the legitimacy of the results of voting by the citizens of Kazakhstan, as registered by the Central Election Commission. We make it a point that no rigging of the voting results was observed at the polling stations at which our observers were present, or in the process of transfer of the protocols of election commissions to the territorial and district commissions.
Therefore, the official Mission of international observes of the East European States and CIS Institute believes that the election process at 2005 Presidential elections in Kazakhstan was a democratic act of free vote of the citizens of Kazakhstan, complying with all norms of international election laws.
