FOUNDING AGREEMENT International Association of the Centers of Political Monitoring (17.07.2006 USA-Germany-Israel)
We, the founders of International Association of Centers of Political Monitoring (hereafter – Association), namely:

- Independent American Center of Political Monitoring,
Registered by the Secretary of State of Oklahoma, USA 28.11.2005,
№ 4042070002

- Central European Group of Political Monitoring,
Registered by Administrative Court of Bavaria, Germany 11.01.2006,
№ VR 200002

- Expert Center for Electoral Systems,
Registered by the Department of Justice of Israel 13.12.2005,
№ 580449056,

Confirm that:

1. Our Centers (Groups) are non-governmental public organizations whose main goals are:
  • Research and analysis of legislation in various countries in the field of electoral laws and electoral systems;
  • Monitoring of political and social processes in developing democracies;
  • Development of requirements for fair and transparent elections, free from falsifications, interference of governmental agencies; independence of mass media; adherence to civil rights principles and basic human freedoms;
  • Pre-election monitoring and monitoring of the voting process.

    Considering that:

    2. Our organizations have accumulated common experience while working on various projects in the field of analysis of political processes, pre-election and voting monitoring in developing democracies.

    Taking into account expediency:

    3. Enhancement of efficiency of conducting assessments and realization of various projects by coordinating of our actions in the following:
    3.1. Methodology. Development of instructions for organization pre-electoral campaigns, elections and post-election procedures on the basis of world experience and taking into consideration local peculiarities; development of methodological instructions and recommendations for international observers by taking into account requirements of local legislation and laws;

    3.2. Information. Common use of Internet resources, publication of informative articles and reports, arranges seminars, press conferences and round table discussions;

    3.3. Organization. Vast possibility to engage experts from various Centers personally and as groups for realizations of particular projects.


    Came to the conclusion:

    4. Establish International Association of the Centers of Political Monitoring (IACPM) as an informal coordination and information exchange body directed by Association Executive Committee. The Executive Committee will include representatives of all participating organizations.

    4.1. Established Association will be an open body, always ready for expansion. All member-organizations of the Association will determine their own level of coordination of their activities in the framework of the Association.


    5. Entrust executives of Expert Center of Electoral Systems to work out provisions regarding administrative procedures and functioning of the Association and coordinate them with founding organizations.
