The International expert Center for Electoral Systems (ICES) was established with the assistance of the following non-governmental public organizations from the USA, Great Britain, Germany and Israel:

The ICES was established after two years of joint efforts of experts from the USA, Great Britain and Israel who took part in the missions of international observers sent by the East European States and C.I.S. Institute, which was established in 2002 by the decision of the board of the "Citizens for New Israel" association.

The main objectives of the Institute are monitoring, examination, analysis and prognostication of political, economic, social, cultural and religious tendencies in the former Soviet Union and Eastern Europe. The reason for such activities was that the above countries were and remain the most important source of immigration to the USA, Western Europe and Israel.

Deep and multiple-vector analysis of changes in the countries of the former socialist block, the way of life and mentality of their peoples is helpful for understanding and prediction of social and political processes, which are taking place in these societies. Analytical studies of the Institute are an important information source for many foundations and bodies and contribute to developing good relations with the Eastern block countries, opening ways for more competent approaches to accommodation of new immigrants.

During the three years of its activities the Institute has completed several studies and realized a number of projects in various spheres, including political monitoring and organizing and conducting electoral processes. Alongside with Israeli political scientists, analysts, lawyers and journalists, experts on electoral rights and election systems from other countries were involved.

Over December 2004 to December 2005 period, the experts of the Institute were, present as official international observes at elections in Ukraine, Kyrgyzstan, Azerbaijan and Kazakhstan.

In 2005, by the decision of a group of Israeli experts involved in the projects, the Expert Center for Electoral Systems was set up, which became one of the initiators of the establishment of the International expert Center for Electoral Systems (ICES), and its official representative in Israel and registered by the Department of Justice of Israel on December 13, 2005, № 580449056.

On May 19, 2011 ICES was registered by Chamber of Commerce for Limburg (Netherlands, № 52735192).

On July 23, 2007 ICES was registered by the United Nations Electoral Assistance Division and added to the list of international nongovernmental organizations endorsing Declaration of Principles for international election observation and Code of Conduct for international election observers commemorated October 27, 2005, at the United Nations, New York.
